Founder Sam Choi’s career spans military leadership, federal acquisition and modernization, cloud and national-security business building, strategic partnerships, and frontier technology. Stratagem Signal brings those experiences together around one question: what is the clearest, most executable next move?

Sam Choi
Sam Choi understands consequential decisions from both sides of the table: the leader responsible for the mission and the executive building the technology, partnerships, and business behind it.
His career spans more than three decades across military leadership, federal acquisition, and the technology industry. He served 25 years in the U.S. Army, beginning as an enlisted Soldier before becoming a Military Police officer and later an Army Acquisition Corps leader. His experience includes combat command in Iraq, intelligence modernization, and advanced prototyping at the Office of the Secretary of Defense’s Strategic Capabilities Office. He was awarded two Bronze Star Medals.
After retiring from the Army, Sam built and led national-security businesses at Amazon Web Services, Vibrint, and PsiQuantum. At AWS, he grew the Military Intelligence (Army, Navy, Marine Corps Intel, DIA) Professional Services practice from inception to 54 professionals and more than $45 million in annual revenue. His work has connected cloud computing, artificial intelligence, cybersecurity, quantum computing, and resilient communications with the missions and organizations they’re intended to serve.
Sam founded Stratagem to bring that experience to leaders navigating complex business decisions and pivotal career transitions. He helps technology companies turn promising capabilities into executable strategies, and senior military and government leaders translate their experience into private-sector impact without losing who they are. Through Stratagem Signal, he’s developing AI-enabled decision support grounded in human judgment and disciplined follow-through.
His approach is personal and practical: understand the people, know the mission, clarify the problem, surface the tradeoffs, and make the next move executable.
Sam holds an MBA from the Naval Postgraduate School and an MA from Webster University. He’s based in Northern Virginia.
